Adopt Resolution #23-149 Approving MnDOT Cooperative Construction Agreement #1052001 for Ramsey Gateway Highway 10 Widening Project

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-149 approving MnDOT Cooperative Construction Agreement #1052001 for the Ramsey Gateway Highway 10 Widening Project.  

Background:
Anoka County is proposing grade separation improvements on CSAH 56 (Ramsey Blvd) and CSAH 57 (Sunfish Lake Blvd) at the BNSF Railway and U.S. Highway 10 crossings to improve traffic operations and safety on each facility.  The proposed improvements were designed and will be constructed in partnership with the City of Ramsey and the Minnesota Department of Transportation (MnDOT). This project has been designated as the Ramsey Gateway Highway 10 Improvements, City Improvement Project #20-11.
 
The proposed improvements generally include reconstructing portions of U.S. Highway 10/169, CSAH 56/Ramsey Boulevard, CSAH 57/Sunfish Lake Boulevard, and Riverdale Drive; constructing new frontage roads; constructing sidewalks, trails and pedestrian curb ramps; constructing bridges and roundabouts; reconstructing municipal utilities; constructing a temporary traffic control signal system; establishing turf; and installing striping and signing.
 
Construction of the Ramsey Gateway Highway 10 Improvements project is proposed to begin in 2023 with temporary widening improvements, and to conclude in 2026, with the vast majority of work occurring in 2024 and 2025. 
 
The temporary Ramsey Gateway Highway 10 Widening project was recently bid and is in the process of being awarded. MnDOT prepared the attached Cooperative Construction Agreement #1052001 to provide for payment of the State's share of the costs of grading and bituminous surfacing construction and of the City’s share of the cost of construction engineering to be performed on TH 10, which is estimated at $10,369.28. This charge equals 2-percent of the total City water main and sanitary sewer construction and 5-percent of the remaining City participation construction covered under this Agreement.
 
Also attached is a copy of the cover letter that accompanied MnDOT Cooperative Construction Agreement #1052001 when submitted to the City for review and comment. 

Upon adoption of Resolution #23-149, a certified copy of the Resolution will be submitted to MnDOT, along with a copy of MnDOT CCA #1052001 with City signatures.

Observations/Alternatives:

Observations:
City staff reviewed the attached MnDOT Cooperative Construction Agreement #1052001 and had no concerns or comments.
 
The City Attorney also reviewed the attached MnDOT Cooperative Construction Agreement #1052001 and had no concerns or comments, and approved it as to legal form.
 
Upon approval of MnDOT Cooperative Construction Agreement #1052001, the City of Ramsey will be obligating itself to the following during the temporary widening project;
 
  • Performing construction engineering to consist of construction inspection and materials inspection in connection with the City water main and sanitary sewer construction.
 
  • Participate in the cost of the State performed surveys and staking construction engineering for the City water main and sanitary sewer construction.
 
  • Routine maintenance of storm sewer facilities construction.
 
  • Maintenance of any municipal-owned utilities construction.  
 
Alternatives:
Alternative #1 – Motion to adopt Resolution #23-149 approving MnDOT Cooperative Construction Agreement #1052001 for the Ramsey Gateway Highway 10 Widening Project.
 
Alternative #2 – Motion of other. 

Funding Source:

Per the previously adopted Joint Powers Agreement, the City’s lump sum project cost share is set at $4,000,000.  The City’s first payment of $1,500,000 will be required at the time of award for the widening project, scheduled for Spring/Summer of 2023. The City will then be required to pay another $1,000,000 on March 1, 2024, and another $1,500,000 on March 1, 2025. The City's lump sum contribution will cover the City’s share of project costs for design, right-of-way acquisitions, construction, and construction engineering expenses.
 
The City lump sum contribution is proposed to be funded with $2,000,000 of Public Improvement Revolving (PIR) Funds and $2,000,000 of Municipal State Aid (MSA) Funds.  

Recommendation:

The City Attorney reviewed and approved MnDOT CCA #1052001 as to legal form.
 
Staff recommends approving MnDOT CCA #1052001.  

Action:

Motion to adopt Resolution #23-149 approving MnDOT Cooperative Construction Agreement #1052001 for the Ramsey Gateway Highway 10 Widening Project.
