Adopt Resolution #23-182 Accepting Pavement Evaluation Services Proposal for Bowers Drive as part of Improvement Project #24-07

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-182 accepting pavement evaluation services proposal for Bowers Drive as part of Improvement Project #24-07.
 
Background:
City Staff has observed increasing pavement striping in the top bituminous course of Bowers Drive between 148th Avenue and the south cul-de-sac. This section of Bowers Drive is not in the current 2023 – 2032 Capital Improvement Program for any pavement treatments. Bowers Drive was in the 2023 Crack Seal Improvements project to receive crack seal, but due to the amount of pavement striping and associated patching, was removed.
 
City Staff is considering adding Bowers Drive from the southern cul-de-sac to 148th Avenue to the 2024 Neighborhood Pavement Overlay Improvements project as part of the 2024 – 2033 Capital Improvement Program. By moving the project into the program as an overlay in 2024 before pavement surface striping becomes more intense and spreads deeper into the pavement, the serviceable life of the pavement may be extended.
 
Determining the condition of the underlying base bituminous pavement is critical when determining if a pavement mill and overlay improvement is appropriate treatment. Staff received proposals to perform a pavement analysis of Bowers Drive to obtain an understanding of the condition of the underlying pavement. This includes performing pavement cores along the corridor, a summary of the cores, and a report discussing the feasibility of a mill and overlay as well as recommendations for construction.
 
Staff sent request for proposals to two (2) firms, and received a quote from one (1). Braun Intertec submitted a quote for a lump sum of $3,730.00 to perform the pavement evaluation, including taking 11 pavement cores. Braun Intertec is required to complete their work by September 8, 2023, allowing City Staff time to review the evaluation as part of the 2024 – 2033 Capital Improvement Program discussions.

Observations/Alternatives:

Observations:
This pavement analysis is needed to know the underlying pavement conditions for consideration purposes. The evaluation of the pavement will impact City Staff recommendations for potential pavement treatments and timing of treatments during 2024 – 2033 Capital Improvement Program discussions.

Funding Source:

Braun Intertec proposes to complete the pavement evaluation services for a lump sum total of $3,730.00. Funding for this work is proposed to come from Pavement Management Funds

Recommendation:

Staff recommends adopting Resolution #23-182 accepting pavement evaluation services proposal for Bowers Drive as part of Improvement Project #24-07.

Action:
