Adopt Resolution #23-197 Ordering Plans and Specifications for Barthel’s Rum River Acres and White Pines Estates Street Reconstructions, Improvement Project #24-01

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-197 ordering plans and specifications for Barthel’s Rum River Acres and White Pines Estates Street Reconstructions.
 
Background:
The 2023 – 2032 Capital Improvement Program (CIP) identifies the streets within the Barthel’s Rum River Acres and White Pines Estates subdivisions for street reconstruction in 2024. Street segment summaries for this project is attached to this case.
 
Project History
On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
 
On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to Independent Testing Technologies, Inc. for a geotechnical report of the project area.
 
Project Scope
This project proposes reconstruction of the streets within the Barthel’s Rum River Acres and White Pines Estates subdivision, which is generally located between 164th Lane and 165th Lane, adjacent to the Rum River. The streets vary between 24 feet wide rural section and 31 feet wide urban section including bituminous curbing, totaling 1.33 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic due to the location of the subdivisions and lack of destinations which would increase traffic above normal.
 
No sewer or water exist in the project area, and utility extensions to the area are not proposed. The existing drainage is through a combination of swales adjacent to the roadway, and on street drainage to curb cuts in the bituminous curbing area, as well as street crossing culverts. Additionally, Staff is aware of Northern Natural Gas mainline crossing in one location at 164th Lane, east of TH 47.
 
The project is proposing to replace the bituminous curbing with concrete curb and gutter. This is generally occurring only on the streets within White Pines Estates. Additionally, storm sewer inlets and piping will be added to better drain the urban section streets. Based on the initial review of the geotechnical report, subsoil corrections are anticipated across approximately 25-percent of the project.
 
Project Timelines
Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
 
August 22, 2023          City Council authorization to prepare plans and specifications
Aug 2023 – Dec 2023 Staff prepares plans and specifications
Jan – Feb 2024            City Council approves plans, authorizes bidding
Feb – Mar 2024          Bid opening, City Council awards contracts
May – June 2024        Begin Construction
Summer 2024              Finish Construction
 
The street improvements proposed with this project is identified in the City’s current 10-year CIP for construction in 2024. It can be funded using a combination of Pavement Management Funds (Bonding / Tax Levy) and Storm Water Utility Funds. Staff combined the two subdivisions into a single stand-alone project due to the location and similar project scopes. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.

Notification:

If City Council orders plans and specifications for this improvement project, Staff will send notification letters to residents impacted by these improvements.
