Adopt Resolution #23-198 Ordering Plans and Specifications for Halls Dover Acres Street Reconstructions, Improvement Project #24-02

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-198 ordering plans and specifications for Halls Dover Acres Street Reconstructions, Improvement Project #24-02.
 
Background:
The 2023 – 2032 Capital Improvement Program (CIP) identifies the streets within the Halls Dover Acres subdivision for street reconstruction in 2024. A street segment summary for the project is attached to this case.
 
Project History
On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
 
On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to Chosen Valley Testing, Inc. for a geotechnical report of the project area.
 
Project Scope
This project proposes reconstruction of the streets within the Halls Dover Acres subdivision, which is generally located between 157th Lane and 158th Lane, east of Nowthen Boulevard (CSAH 5). The streets are 24 feet wide rural section totaling 0.98 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic levels due to the location of the subdivision. 157th Lane may have higher than typical traffic due to the daycare center located at the intersection of 157th Lane and Nowthen Boulevard, but not rising to the level of a collector street.
 
Sewer and water exist in the subdivision to the east, but this subdivision is not located within MUSA, and not identified to receive sewer and water services. The 2040 Comprehensive Plan proposed water system improvements does include extending 12-inch trunk watermain along 157th Lane from Potassium Street to Nowthen Boulevard as part of a trunk system loop. This trunk watermain extension is proposed to occur as part of this project.
 
The existing drainage is through swales adjacent to the roadway and street crossing culverts. The project proposes to replace the existing street crossing culverts and will review the drainage swales to determine if improvements to the drainage is necessary.
 
The project is not anticipating to require sub-soil corrections and the reconstruction is proposed to follow the full-depth reclamation (FDR) design process. The existing alignment and profile of the streets are proposed to generally be put back to existing.
 
Project Timelines
Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
 
August 22, 2023          City Council authorization to prepare plans and specifications
Sep - Dec 2023            Staff prepares plans and specifications
Jan – Feb 2024            City Council approves plans, authorizes bidding
Feb – Mar 2024          Bid opening, City Council awards contracts
May – June 2024        Begin Construction
Summer 2024              Finish Construction
 
The street improvements proposed with this project is identified in the City’s current 10-year CIP for construction in 2024. It can be funded using a combination of Pavement Management Funds (Bonding / Tax Levy), Storm Water Utility Funds, and Water Utility Funds. Staff proposes to construct these improvements as a stand-alone project. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.

Notification:

If City Council orders plans and specifications for this improvement project, Staff will send notification letters to residents impacted by these improvements.
