Adopt Resolution #23-199 Ordering Plans and Specifications for 2024 NE Ramsey Street Reconstructions, Improvement Project #24-03

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #23-199 ordering plans and specifications for 2024 NE Ramsey Street Reconstructions, Improvement Project #24-03.
 
Background:
The 2023 – 2032 Capital Improvement Program (CIP) identifies the streets within the Ford Brook Estates 3rd, Rodeo Hills Estates, Valley View Acres, and Section 01 Unplatted north of CR 27 subdivisions for street reconstruction in 2024. A street segment summary for these improvements is attached to this case.
 
Project Scope
This project proposes reconstruction of four subdivisions generally located in northeast Ramsey, east of Nowthen Boulevard and north of Green Valley Road / County Road 63 and 179th Lane / County Road 27. The streets vary between 24 to 28 feet wide rural sections and 24 to 31 feet wide urban sections including bituminous curbing, totaling 1.97 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic due to the location of the subdivisions and lack of destinations which would increase traffic above normal.
 
No sewer or water exist in the project areas, and utility extensions to the areas are not proposed. The existing drainage is through a combination of swales adjacent to the streets, and on-street drainage to curb cuts in the bituminous curbing areas, as well as street crossing culverts.
 
The project is proposing to replace the bituminous curing with concrete curb and gutter. This includes the Ford Brook Estates 3rd and Section 01 Unplatted subdivisions. The existing drainage swales within the Rodeo Hills Estates and Valley View Acres subdivisions are not proposed to be converted to an urban section. Based on Staff knowledge of the project areas, subsoil corrections are anticipated within all project areas. This will be further explored during project design which will include obtaining geotechnical reports of the project areas.
 
Project Timelines
Staff is proposing to not prepare plans and specifications for this project. A proposal from Hakanson Anderson for engineering design services, including preparing final plans and specifications, is attached to this case.
 The following are the proposed general project timelines:

Hakanson Anderson Design Services
Due to the 2024 project design workload as proposed in the 2023 – 2032 CIP, City Staff does not have the capacity to prepare plans and specifications for these improvements in time to bid the project in late winter / early spring and be ready for early season construction. Hakanson Anderson has provided a proposal for engineering design services including; coordinating project investigation, topographic survey, project design and bidding services, preparation of project documents and final plans. The proposal does not include construction inspection or construction administration as these are proposed to be performed by City Staff. The proposal total cost for Improvement Project 24-03 are $174,000, and are included in the 23-percent indirect project costs associated with these improvements.

Staff directly solicited a proposal from Hakanson Anderson since they are the City Engineers for the City of Nowthen, which proposes to reconstruct the street extensions on the opposing side of the political boundary between Ramsey and Nowthen in 2024. Employing Hakanson Anderson for design services on this project will therefore result in a seamless and more cost-effective design by minimizing the overall design schedule due to having one consulting engineering firm completing the design on streets in both cities, thereby minimizing design coordination efforts. This will also ensure that the survey data used to design the projects in Ramsery and Nowthen is consistent and seamless.        
 
All three improvements have either streets or driveways located in the City of Nowthen, which are connected to City of Ramsey streets. In the case of Ford Brook Estates 3rd and Rodeo Hills Estates, the access to Nowthen only comes from Ramsey streets. Because of this, City Staff proposes to coordinate with the City of Nowthen, who has shown interest in timing their improvements with the City of Ramsey. Shane Nelson with Hakanson Anderson is also the City Engineer for the City of Nowthen, which is ideal for project coordination.
 
The street improvements proposed with this project are identified in the City’s current 10-year CIP for construction in 2024. It can be funded using a combination of Pavement Management Funds (Bonding / Tax Levy) and Storm Water Utility Funds. Staff combined the subdivisions into a single stand-alone project due to the location and similar project scopes. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.

Notification:

If City Council orders plans and specifications for this improvement project, Staff will send notification letters to residents impacted by these improvements.
