Adopt Resolution #23-201 Ordering Plans and Specifications for MSA Alpine Drive Reconstruction, Improvement Project #24-11
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-201 ordering plans and specifications for MSA Alpine Drive Reconstruction, Improvement Project #24-11.
Background:
The 2023 – 2032 Capital Improvement Program (CIP) identifies Alpine Drive between Puma Street and Armstrong Boulevard (CSAH 83) for street reconstruction in 2024. Additionally, the CIP identifies extension of trunk watermain between Armstrong Boulevard and Puma Street to complete a critical watermain loop. A street segment summary for the project is attached to this case.
Project History
On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to Independent Testing Technologies Inc. for a geotechnical report of the project area.
Project Scope
This project proposes to reconstruct Municipal State Aid (MSA) Alpine Drive between Puma Street and Armstrong Boulevard (CSAH 83). The project limits will stop approximately 400 feet west of Armstrong Boulevard, and tie into the new pavement section built by Anoka County in 2023 as part of the Armstrong Boulevard and Alpine Drive roundabout project. City trunk watermain was also extended to the west side of Armstrong Boulevard as part of the roundabout project, to avoid future impacts.
The street is a 29-foot wide urban section with concrete curb and gutter, with no parking allowed on either side of the street. A bituminous trail runs along the north side of Alpine Drive with concrete pedestrian ramps crossing the side streets. Impacts to the trail are not anticipated with this project.
Watermain exist on both ends of the project area, sanitary sewer exists near the west end of the project area. The subdivisions on both sides of Alpine Drive are not within the MUSA. Sanitary sewer is not proposed to be extended, however trunk watermain is proposed to be extended between Armstrong Boulevard and Puma Street. This is a critical trunk watermain loop connection as all water west of Armstrong Boulevard along north of 147th Avenue are currently served from one trunk line. This is also identified in the 2040 Comprehensive Plan Water Plan, which is attached to this case for reference.
Because of the watermain construction, concrete curb and gutter will potentially require replacement. If during project design the existing concrete curb and gutter is found to be in good conditions, directional drilling of the watermain may be explored, and only spot concrete curb and gutter replacements would be necessary. Based on the initial review of the geotechnical report, sub-soil conditions appear to be favorable and the assumed pavement section of 4-inches new bituminous over 5-inches recycled aggregate base is anticipated to meet the required 10-ton MSA pavement strength design requirements. Due to construction, traffic counts of this section of Alpine Drive are not current. Staff will perform traffic counts this fall after new traffic patterns from the Armstrong Boulevard roundabout have been established. Traffic levels significant enough to impact the pavement design are not anticipated, but it will be reviewed as part of final design.
PASER values have not been collected on this segment of Alpine Drive since 2021. At that time the PASER value was 8, which was potentially high due to the seal coat covering much of the block cracking. Since 2021, City Staff has seen a noticeable deterioration of the pavement, and would no longer recommend an overlay as an appropriate treatment for the pavement.
Additional Permitting
Alpine Drive is an MSA street, which requires review and approval by the MnDOT MSA department prior to bidding the project. Additionally, a Minnesota Department of Health Water Extension Permit will be required before completing the trunk watermain extension.
Project Timelines
Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
August 22, 2023 City Council authorization to prepare plans and specifications
Sep – Dec 2023 Staff prepares plans and specifications
Jan – Feb 2024 City Council approves plans, authorizes bidding
Feb – Mar 2024 Bid opening, City Council awards contracts
May – June 2024 Begin Construction
Summer 2024 Finish Construction
The street and watermain improvements proposed with this project are identified in the City’s current 10-year CIP for construction in 2024. They can be funded using a combination of Municipal State Aid Funds, Storm Water Utility Funds, and Water Utility Funds. Staff proposes to construct these improvements as a stand-alone project. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.
