Adopt Resolution #23-202 Ordering Plans and Specifications for Juniper Woods 1st – 3rd Street Reconstructions, Improvement Project #24-12
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-202 ordering plans and specifications for Juniper Woods 1st – 3rd Street Reconstructions, Improvement Project #24-12.
Background:
The 2023 – 2032 Capital Improvement Program (CIP) identifies the streets within the Juniper Woods 1st, 2nd & 3rd subdivision for street reconstruction in 2024. A street segment summary for the project is attached to this case.
Project History
On June 13, 2023, the Ramsey City Council adopted Resolution #23-130, accepting and awarding a proposal to Bolton & Menk, Inc. for topographic survey of the project area.
On June 27, 2023, the Ramsey City Council adopted Resolution #23-129, accepting and awarding a proposal to Independent Testing Technologies, Inc. for a geotechnical report of the project area.
Project Scope
This project proposes reconstruction of the streets within the Juniper Woods 1st, 2nd and 3rd subdivision, which is generally located south of Alpine Drive between Tonto Street and Ute Street. The streets are 31-foot-wide urban section with concrete curb and gutter, totaling 0.75 miles in length. Traffic counts have not been taken, but Staff anticipates typical neighborhood traffic levels due to the location of the subdivision and lack of destinations in the area.
Sanitary sewer, watermain and storm sewer exist within the project area. Staff is not aware of any issues with the existing municipal utilities. During project design, Staff proposes to clean and video the sanitary sewer and storm sewer pipes and structures, as well as leak test the watermain pipes, valves and hydrants. If issues are found, Staff will make a recommendation to either perform repairs prior to the street reconstruction project or during the project, depending on the type and severity of the issue. With the age of the existing municipal utilities, Staff generally anticipates the useful life will last the anticipated 60-year design life of the street improvements.
The project is proposing to only perform spot concrete curb and gutter replacements, but because of the lack of pavement section thickness, the typical full-depth reclamation process may be modified to provide a thicker section than existing. Ground Penetrating Radar and as-built information has found the existing pavement section to be approximately 2.5-inches bituminous over 4-inches aggregate base. Current City standard pavement section is 3.5-inches bituminous over 4 to 6 inches aggregate base. This will be explored further during final design.
Project Timelines
Staff is proposing to prepare plans and specifications for this project in-house, as part of their normal duties. The following are the proposed general project timelines:
August 22, 2023 City Council authorization to prepare plans and specifications
Sep – Dec 2023 Staff prepares plans and specifications
Jan – Feb 2024 City Council approves plans, authorizes bidding
Feb – Mar 2024 Bid opening, City Council awards contracts
May – June 2024 Begin Construction
Summer 2024 Finish Construction
The street improvements proposed with this project is identified in the City’s current 10-year CIP for construction in 2024. It can be funded using a combination of Pavement Management Funds (Bonding / Tax Levy), and Storm Water Utility Funds. If additional work on sanitary sewer or watermain is discovered during project design, associated work is proposed to be paid through the respective utility funds. Staff proposes to construct these improvements as a stand-alone project. Staff proposes to bid and award 2024 projects as close together as practical, which generally allows for a better bidding environment for the City. This project is necessary, feasible, and cost-effective from an engineering standpoint, and can be constructed as proposed herein.
