Title
Adopt Resolution #23-236 Accepting Proposals and Awarding Contract for 2023 Additional Pavement Marking Improvements, Improvement Project #23-18
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #23-236 accepting Proposals and awarding a Contract for 2023 Additional Pavement Marking Improvements, Improvement Project #23-18.
Background:
The current 2023 – 2032 Capital Improvement Program (CIP) includes an annual MSA Pavement Marking Improvements project to perform pavement markings on a 7-year cycle, outside of reconstruction and pavement overlays. In the spring numerous streets were discovered to require intense pavement patching, including streets which were initially included in the 2023 MSA Pavement Marking Improvements project scope. Additional streets within the City with existing pavement markings also required pavement patching. To minimize throw-away costs, and keep project costs lower, Staff elected to wait until after pavement patching is complete to perform pavement markings on the street segments impacted by pavement patching as a separate project.
A total of 2.94 miles of public street segments is proposed to receive pavement marking improvements as part of this project. These street segments were selected based on their impacts from the street patching improvements.
Plans for the 2023 Additional Pavement Marking Improvements were prepared in-house as part of Staff’s normal duties. A copy of the plans is attached to this case.
Pavement markings are a critical component of driver and pedestrian safety, and are a required maintenance operation per MSA rules and standards.
City Staff sent requests for proposals to five (5) firms. The one (1) proposed quote received is shown below.
Sir Lines-A-Lot submitted the lowest responsible quote. Based on the submitted quote, Staff recommends accepting the proposal for pavement marking improvements from Sir Lines-A-Lot.
Sir Lines-A-Lot is required to complete their work by October 27, 2023.

Funding Source:
Funding for this work is proposed to come from MSA Maintenance Funds.
Recommendation:
Staff recommends adopting Resolution #23-236 accepting Proposals and awarding a Contract for 2023 Additional Pavement Marking Improvements, Improvement Project #23-18, to Sir Lines-A-Lot for their proposal in the amount of $36,390.38.
