Title:
Adopt Resolution #23-249 Denying a Massage Establishment and Massage Therapy License
Purpose/Background:
Ms. Yan Chang has submitted license applications for Therapeutic Massage Therapist and Therapeutic Massage Establishment, Creekside Relaxing Spa LLC located at 6957 Highway 10 NW. Suite 204, Ramsey MN 55303.
Notification:
Applicant has been notified of denial recommendation via email on October 4, 2023 along with a mailed letter.
Recommendation:
After completion of the required Background Check, Chief Katers recommends denial of the licenses for Therapeutic Massage Establishment for Creekside Relaxing Spa LLC located at 6957 Highway 10 NW. Suite 204, Ramsey MN 55303 and Therapeutic Massage Therapist for Ms. Yan Chang.
The basis for the denial recommendation is:
1. Education requirements of city ordinance are not satisfied as the school listed is not accredited by the U.S. Department of Education.
2. Residence history listed in the application does not coincide with locations worked or schooling provided in employment history and schooling records.
3. Applicant's current license in Rochester is at an establishment that is on probation for conduct violations that involve elements of habitation and solicitation.
