Title
Approve Contract for Civil Legal Services with the Firm of Holstad & Knaak, PLC.
Purpose/Background:
The City of Ramsey has contracted with the firm of Holstad & Knaak, PLC and specifically Frederick W. Knaak, Esq. to serve as the City Attorney for a term of November 1, 2021 through October 31, 2023. At the October 10, 2023 City Council Work Session, consensus of the Council was to continue the agreement for an additional two years, with two amendments to the agreement. The first amendment being a new effective date of November 1, 2023, and the second amendment being a two percent (2%) increase to the monthly retainer rate. Other sections of the agreement remain unchanged.

Funding Source:
The 2024 Preliminary Budget adopted on September 26, 2023 included a sufficient increase to the legal services operating budget. In some cases, portions of the Mr. Knaak's invoices may be billed to escrow accounts submitted by developers, etc.
Recommendation:
Staff is recommending approval of the attached contract for civil legal services.
Action:
Motion to enter into a contract for legal services with the firm of Holstad & Knaak, with Frederick W. Knaak, Esq. to serve as the City Attorney, to be effective November 1, 2023.
