Title:

Authorization to Hire a Building Maintenance Worker

Purpose/Background:

The purpose of this case is to request the City Council's authorization to hire a full-time Building Maintenance Worker.  This position was discussed during the 2024 budget discussions and has been accounted for in this evening’s 2024 budget and levy.

An internal and external recruitment was conducted and Mr. Paul Henke was selected as the top candidate for the position. Staff completed the necessary background checks and is recommending that Mr. Paul Henke be hired as a full-time Building Maintenance Worker.

With the City Council's authorization, Mr. Henke will start as the City's new Building Maintenance worker on or near January 2, 2024.  Mr. Henke, as with all City employees recognized by the American Federation of State, County and Municipal Employees (AFSCME) bargaining unit, will serve a six-month probationary period and will be subject to the City's Personnel Policy and the AFSCME Labor Agreement.  

The primary objectives of this position are to assist in maintaining city facilities including, but not limited to buildings, offices, meeting rooms, HVAC equipment and grounds of the Ramsey Municipal Center, both Fire Stations, City Parks, Public Works facility and the Municipal Parking Facility, as well as assist with elections set-up and take-down. 
 

Funding Source:

The funding required for this position is subject to passing this evening's 2024 final budget and levy.   The estimated funding for this position was calculated at $73,720.  However, Mr. Henke was offered step 2 of the wage scale due to his qualifications, experience and Chief C Boilers License.  The difference from step 1 to step 2 is $2913.  The Building Maintenance Supervisor stated that he is confident the additional costs will be covered by reducing future overtime.  To date, building maintenance overtime is approximately $2795.  With 2024 being an election year, this additional employee will most certainly reduce overtime costs.  

Recommendation:

To hire Mr.Paul Henke as a full-time Building Maintenance Worker, effective on or near January 2, 2024, at $23.839 per hour, which is step 2 of the 2024 wage scale. 
 

Outcome/Action:

Authorize hiring Mr.Paul Henke, subject to passing this evening's 2024 final budget and levy, as a full-time Building Maintenance Worker, effective on or near January 2, 2024,  at $23.839 per hour, which is step 2 of the 2024 wage scale.
