Title
Authorization to Update Three Policies within the Personnel Policy
Purpose/Background:
The purpose of this case is to authorize updates to the following City policies which are included within the full Personnel Policy.
Earlier this evening, during the work session, these policies were discussed in detail. The marked-up policies are attached to the work session case.
Section 6 - Sick Leave. Revisions specific to the sick leave policy, now referred to as Traditional Sick Leave and Earned Sick and Safe Time (ESST). The sick leave policy portion of the policy, now referred to as Traditional Sick Leave, is not changing (other than formatting). Revisions are focused on setting policy for the new ESST, which is required beginning January 1, 2024.
Section 6 - Holidays. Revisions needed to this section of the policy are due to the establishment of Juneteenth as an official holiday whereby no public business shall be transacted, except in cases of necessity. And, to revise the date that Christmas Eve will be observed to match the AFSCME union contract.
Section 12 - Drug Free Workplace Policy. Staff recommends rescinding the entire Drug Free Work Place policy and replacing it with a fully vetted replacement policy provided by the League of Minnesota Cities. This policy is up-to-date and includes all required changes with regard to drugs, alcohol and cannabis.
