Information
Title:
Introduce Ordinance #24-03 Amending City Code Chapters 10, 30, and 54 Pertaining to Nuisances.
Purpose/Background:
Over the past few months, staff has been working with the Council at three work sessions on updates to the Nuisance Code (Chapter 30). The current Code has several outdated items, redundant items, and unclear items. The intent of this project is to make the Code easier to understand, eliminate outdated or redundant language, and to add some requirements where things have been missing. To make it easier to understand, many parts of Chapter 30 were rearranged into groupings of like topics. Some parts of it were shifted to the Animal Code (Chapter 10) or to the Traffic and Vehicles Code (Chapter 54) so that those topics were together.
The changes towards the end of Chapter 30 regarding trees were originally in the old Zoning Code (Chapter 117), but were deleted with the adoption of the new Zoning Code (Chapter 106). The intent was to shift those elements to Chapter 30.
The attachments include a color-coded write-up of each chapter showing the origin of the changes for transparency. The attached ordinance is in standard strike-through/underline format only showing the sections that are proposed to change.

Funding Source:
Costs associated with this project are funded through as a part of staff's duties.
Recommendation:
Staff recommends introducing the ordinance.
Outcome/Action:
Motion to waive the City Charter provision that an ordinance is read aloud and introduce Ordinance #24-03 amending Chapter 10 (Animals), Chapter 30 (Nuisances), and Chapter 54 (Vehicles and Traffic) pertaining to nuisances.
