Adopt Resolution #24-087 Approving Plans and Authorizing Bids for Improvement Project #24-55, 2024 Pavement Patching Contracted Services
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-087 approving plans and authorizing bids for Improvement Project #24-55, 2024 Pavement Patching Contracted Services.
Background:
In 2023, the number of City streets having significant numbers of deep potholes and surface stripping increased to the point that Public Works staff were able to maintain only a small portion of them. This was due in part to the pervious winter’s severe weather conditions, but also due to the age and composition of the pavement sections, as well as to not receiving regular proactive maintenance treatments over the life of the pavement sections. In 2023, the City spent almost $1.3M on contracted pavement patching services.
The mild conditions this winter helped prevent a repeat of last year as related to the scope and severity of potholes observed across the City. This spring, staff drove all City streets and identified various street segments that will benefit most from skim patching, which include streets in 4 residential neighborhoods totaling 4.12 miles, and other streets that would benefit most from spray patching, which include streets in 2 neighborhoods totaling 0.91 miles. Staff will patch the remaining 182-plus miles of paved street segments across the City in-house.
Attached is a figure showing the streets staff proposes to patch using contracted services in 2024. Streets highlighted in red are proposed to be spray patched, whereas streets highlighted in blue are proposed to be skim patched. This case only addresses skim patching work.
The contractor that performed last year’s skim patching work, Diversified Paving, Inc., warrantied their work for one-year from the date all work was completed, which was September 21, 2023. Based on discussions staff held with DPI last year this work is anticipated to have a useful life of 3 years or more. To date this work product appears to be holding up very well.

- City will sweep streets first.
- Contractor will blow debris and water out of deep potholes using compressed air.
- Contractor will apply bituminous tack coat to potholes.
- Contractor will patch deep potholes with hot mix, then compact it.
- Contractor will apply bituminous tack coat to existing pavement.
- Contractor will skim patch streets in both directions, except outside 2+ feet in each direction.
- Contractor will compact the new pavement with rubber-tired rollers.
- City will sweep patched streets full width.

Funding Source:
Estimated costs for the proposed 2024 skim patching project is $270,000.
Payment for this work is proposed to come from the $575,000 in funds budgeted for 2024 crackseal, pavement rejuvenator, and pavement patching projects.
Staff will request Council approval to solicit quotes for spray patching the identified 0.91 miles of streets after skim patching bids are received and presented to Council on May 14th.
