Title:
Review Community Survey Demographics Questions
Purpose/Background:
On March 19, 2024 City Council reviewed the 2024 Community Survey questions and provided direction on changes. Included in the changes were the removal of various demographics questions. Staff relayed the directed adjustments to Polco on March 26th. After providing the council's direction to Polco, staff were informed on March 27th that questions d11, d12 and d14 of the survey cannot be removed because they are used to provide a statistically valid analysis of the survey data. Materials were finalized and shared with staff on April 8th, with the first postcards mailed to the randomly selected addresses on April 12th.
On April 12th at 12:24 p.m., staff shared the final documents with the Mayor and City Council via email. The purpose of sharing the documents was to confirm with the council that the survey was on track with the expected timeline. After sharing the final survey documents with the City Council, disagreement was expressed that these three questions remained in the survey. Staff contacted Polco to discuss options and since the survey was live, there is great concern about pulling the online option after notices were mailed to the 3,000 random addresses. Furthermore, without this data our survey cannot be bench marked against other communities or our own historical data. In Polco's experience, response rates are reduced if residents go to complete the survey online, but no survey is available. Should council maintain direction to remove the three demographic questions, that data can be turned off prior to conducting the data analysis. Additionally, the 3,000 random addresses also receive a paper copy of the survey to complete. Should council maintain direction to remove the three demographic questions, the paper copy of the survey can be revised yet as it has not been mailed out.
The purposed of tonight's review is to hear from Jade Arocha, Director Survey Research with Polco, about the purpose of the demographic questions. Then reaffirm the previous direction to remove questions d11, d13 and d14, or to proceed forward with the Community Survey with those questions included.
