Adopt Resolution #24-150 Approving Plans and Specifications and MnDOT Cooperative Construction Agreement No. 1056358 and Authorizing Bids for Improvement Project #22-17, Ramsey Villas North Sound Wall Improvements
Purpose/Background:

To adopt Resolution #24-150 approving plans and specifications and MnDOT Cooperative Construction Agreement #1056358 and authorizing advertisements for bids for Improvement Project #22-17, Ramsey Villas North Sound Wall Improvements.
Background:
This project has been discussed with the Public Works Committee during the following regularly scheduled Committee meetings;
All pertinent background information is included in the attached cases from these meetings, as well as in the attached meeting minutes.
Attached to this case are the plans prepared by staff, which have been reviewed and approved by MnDOT.
Also attached to this case is Cooperative Construction Agreement #1056358 prepared by the Minnesota Department of Transportation (MnDOT), which has been reviewed and approved by staff as to content and scope, and by the City Attorney as to form.
To adopt Resolution #24-150 approving plans and specifications and MnDOT Cooperative Construction Agreement #1056358 and authorizing advertisements for bids for Improvement Project #22-17, Ramsey Villas North Sound Wall Improvements.

Attached to this case are the plans prepared by staff, which have been reviewed and approved by MnDOT.
Also attached to this case is Cooperative Construction Agreement #1056358 prepared by the Minnesota Department of Transportation (MnDOT), which has been reviewed and approved by staff as to content and scope, and by the City Attorney as to form.
Notification:
Upon Council approval, bids will be advertised in the Anoka Union Herald on Friday, May 31, and on Friday, June 7, 2024. Bids will be opened on Monday, July 1, 2024, and presented to Council for consideration of award of contract on July 9, 2024.

Only the title sheet for the final construction plans is attached to this case. Final plans are not attached to cases to avoid having contractors bid projects using plans attached to cases since they would not be notified of any addenda that may issued during the bid process, which could result in bids being submitted based on different plans. Plans will be available for purchase from QuestCDN after bids are advertised.
Construction is anticipated to take up to 3 weeks to complete once work commences. This project essentially involves drilling holes for fence posts, anchoring the posts with concrete, then installing fence panels so no erosion control or turf establishment quantities are included in staff's cost estimates or project schedule estimates. Substantial completion will be required by August 31st in accordance with Public Works Committee direction.
Numerous Xkimo Court NW property owners have attended various Public Works Committee meetings and were informed that this case would be presented on the consent agenda this evening. One or more of these property owners may therefore attend the meeting in person or remotely.

Funding Source:
Staff estimates construction costs for the proposed 265-foot long sound wall per the attached plans at $230 per linear foot, which would total $61,000.
This construction cost estimate does not include indirect project costs, which would include Staff time for preparing plans and administering and inspecting construction, and consultant fees required to stake construction. The construction cost estimates above also do not include any costs associated with working with MnDOT to develop the CCA, which was generally limited to staff time.
City Improvement Project #22-17 can be funded using PIR Funds.

City Improvement Project #22-17 can be funded using PIR Funds.
Recommendation:
Staff recommends adopting Resolution #24-150 if the City Council supports constructing a sound wall along the west edge of the Ramsey Villas North residential development as proposed in the attached plans.
On April 16, 2024, the Public Works Committee unanimously passed a motion to recommend City Council approval of plans and Cooperative Construction Agreement No. 1056358, and authorization to advertise bids for Improvement Project #22-17, Ramsey Villas North Sound Wall Improvements, specifying final completion no later than August 31, 2024.
