Title:

Consider Strategic Development Proposal for North Commons

Background:

On several occasions in 2011, City Council or the HRA discussed different development scenarios for 'North Commons'. The most recent was for the creation of lots on the west side of the City owned parcel which would generate revenue for the capital costs for a modest neighborhood park. In summary, the lot creation was determined to not be economically feasible at this time.

Observations:

The purpose of this case is to look strategically at the convergence of several Council priorities that may make the case for the development of North Commons, and provide some or all of the revenue for the capital costs and not significantly change the City's existing maintenance obligations. Additionally, this multilayered approach would 'shutter' or sell an existing park and address a key element and question relating to the on-going development cost study.


Staff will present a 10-point plan that would seem to reveal the economic value of moving forward with the first functional phase of North Commons.

Consensus to direct Staff to move forward with some, none, or all of the various aspects that seem to make the case for a strategic approach to the development of North Commons.
