Adopt Resolution #24-178 Approving Plans and Specifications and Authorizing Advertisement for Bids for 2024 MSA Pavement Overlay Improvements, Improvement Project #24-06
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-178 approving plans and specifications and authorizing advertisement for bids for 2024 MSA Pavement Overlay Improvements, Improvement Project #24-06.
Background:
The proposed 2024 – 2033 Capital Improvement Program (CIP) identifies five (5) Municipal State Aid (MSA) street segments for pavement overlay improvements in 2024. During project design, Staff discovered that the existing pavement conditions did not support an overlay improvement for two of the segments. An updated street segment summary is attached to this case.
Project History
Project Scope
This project proposes to mill and overlay four (4) street segments, generally spread across two (2) areas within the City. The project totals approximately 0.74 miles in length, and all segments are proposed to receive a 2-inch thick mill and overlay improvement. The project areas include:
Street Removed from Project Scope
During the November 21, 2023 Public Works Committee (PWC) meeting, Staff was directed to investigate the addition of streets within the Alpaca Estates 1st, 2nd & 3rd additions to the project scope. These include Alpaca Street between Riverdale Drive and 142nd Avenue, as well as 144th Avenue cul-de-sac off of Armstrong Boulevard. The intent of this directive was to complete the entire neighborhood at one time, rather than multiple mobilization and impacts to the same residents. The Alpaca Estates streets are not in the current CIP, and would be funded with Pavement Management Funds. Staff had originally not included Alpaca Estates in the CIP do to the pavement conditions being below thresholds for an overlay project, but also not in so bad condition as to require a street reconstruction when compared to other neighborhood streets across the City.
In May of 2024 Staff began final project reviews prior to beginning plans, and noted the condition of Armstrong Blvd and 142nd Ave being worse than noted in 2023. The streets include large block cracking and several areas of alligator cracking within the wheel paths, however, in general the street drive well and do not have significant pot holes. Though an overlay improvement is no longer a viable option, Armstrong Blvd, 142nd Ave, and Alpaca Estates are good candidates for a reclamation project, and Staff took steps to modify the draft plans accordingly.
Based on the engineer’s estimate to include all the proposed segments as a reclamation project, the Pavement Management (PM) Fund would be projected to overrun approximately $125,000 over the proposed 2024 budget, and the Municipal State Aid (MSA) Fund would be projected to overrun approximately $263,000 over the proposed 2024 budget. This was discussed with the City Finance Director, and it was found that a nearly $200,000 shortfall for 2025 could potentially occur, due to unknown State revenue sharing. In 2025, the CIP proposes to reconstruct Sunwood Drive between CSAH 5 and Erkium Street, Alpine Drive between CR 57 and CSAH 5, and Alpine Drive between CSAH 5 and TH 47. If the City chooses to perform a reclamation of Armstrong Blvd, 142nd Ave, and Alpaca Estates in 2024, one of the three segments proposed for 2025 construction would not be completed.
Staff finds the 2025 CIP projects have a higher priority, largely due to the worse pavement conditions and greatly higher average daily traffic levels, which in turn will have a higher impact for the community as a whole. Staff anticipates relatively minor street patching will be required on Armstrong Blvd, 142nd Ave, and Alpaca Estates over the next 2 – 3 seasons, and to consider adding a reclamation project to this neighborhood in the next 3 – 5 years as part of the 2025 to 2036 CIP.
Proposed Improvements
Review of ground penetrating radar (GPR) data indicates sufficient existing bituminous thickness to perform a 2-inch mill and bituminous overlay in all project areas, which is being proposed. Per typical overly improvements, spot concrete curb and gutter repairs will be performed on damaged curb. Where feasible, the City has switched to a saw & seal method for curb cracks at a significant cost savings. This is performed on hairline cracks, without vertical displacement. For the areas of bituminous curbing, repairs are not proposed, though some work on bituminous flumes will occur.
Municipal sewer and water only exist under McKinley Street. Repairs to watermain and sanitary sewer are not proposed with this project. Minor storm sewer structure repairs, typically re-grouting catch basins, is proposed.
The project areas do not have any pedestrian facilities, so no upgrades to pedestrian ramps will be required with these improvements.
Preliminary Schedule Remaining
Bid Opening
Bids are proposed to be opened on August 5, 2024, and to be presented to City Council on August 13, 2024 to consider awarding a construction contract to the lowest responsible bidder.
Full plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids, rather than purchasing plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the plan sheet showing the typical sections, which includes information on the proposed pavement sections. Plans are available upon request from the City Engineer.
Permitting
Plans have been submitted to MnDOT State Aid for review. State Aid plan approval is required prior to bid opening, to be able to use Municipal State Aid funding on the project.
Plans were prepared in-house as part of Staff’s normal duties. The proposed improvements are designated as City Improvement Project #24-06, 2024 MSA Pavement Overlay Improvements.

Project Scope

- McKinley Street (County Line Section 34 / Azurite St. & Ebony St / Edge of Plat West)
- Generally located west of Azurite Street
- West end terminates at the property line for the Public Works Facility
- Constructed in 1997 & 2007
- 0.27 miles of 32’ wide urban section with concrete curb and gutter
- 2 Crack seal / seal coat improvements between 2003 & 2018
- Generally located west of Azurite Street

If Council approves plans and specifications and authorizes advertisement for bids, bids will be advertised on Friday, July 12, and again on Friday, July 19, 2024 in the City’s official newspaper, the Anoka Union Herald.
Additionally, letters will be mailed to property owners with updates on the project status. Letter will also be sent to property owners within the areas removed from the project, to notify them not to expect work this year.
