Adopt Resolution #24-185 Approving Change Order #2 for Halls Dover Acres Street Reconstructions, Improvement Project #24-02
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #24-185 approving Change Order #2 for Halls Dover Acres Street Reconstructions, Improvement Project #24-02.
Background:
Trunk Watermain Scope:
Included in the Halls Dover Acres Street Reconstructions project is the extension of approximately 1,265 lineal feet of 12-inch trunk watermain between Potassium Street east of 157th Lane and Sodium Way adjacent to Sunfish Lake Boulevard. This connection, which provides another loop in the watermain system allowing users to be served by water from two directions, is included within the 10-year Capital Improvement Program and 2040 Comprehensive Plan.
Existing As-builts:
The Alpine Acres Record Drawings, dated February 15, 2006, stated 12-inch ductile iron pipe watermain was extended through the Sodium Way cul-de-sac, into the Sunfish Lake Boulevard right of way. Construction on the watermain connection at the Sodium Way cul-de-sac began July 1, 2024. It was discovered that the hydrant on the north end of the Sodium Way cul-de-sac was placed at the end of the line, and a reduction from 12 inches to 6 inches occurs somewhere between the hydrant and the last gate valve in line, approximately 260 feet to the south along Sodium Way. The 6-inch watermain line was chased 45 feet into the cul-de-sac, until 1-inch service connections to the adjacent townhomes were found. This indicates the run from the inline gate valve to the hydrant is likely 6-inches the entire way.
Additional Construction Impacts:
To complete the trunk watermain loop, there are two likely options. The first option explored would be to continue down Sodium Way, replacing the 6-inch watermain with 12-inch. Staff did not feel this was an effective solution when considering the following; Sodium Way is a private street with underlying drainage & utility easement, replacing watermain would negatively impact access for approximately 20 residents. Because water services are off of the existing 6-inch line, temporary services would be required to 8 properties during construction, and periods of water shut-off would impact approximately 20 residents. Because of the location of the existing 6-inch line, in addition to replacing the pavement, concrete curb and gutter and valley gutter would require replacement, significantly increasing costs.
The preferred solution by Staff is to continue the watermain route under the bituminous trail on the east side of Sunfish Lake Boulevard, and connect to the existing 8-inch watermain at 155th Avenue / Sodium Street. This requires an additional 395 lineal feet of 12-inch watermain, compared to approximately 260 lineal feet required to extend along Sodium Way. However, replacing the bituminous trail is significantly less expensive than replacing the street, concrete curb and gutter, and concrete valley gutters within Sodium Way. In the short term, connecting to the 8-inch existing watermain line provides the desired trunk watermain loop, Staff will explore if replacing the 250 feet of 8-inch line between Sunfish Lake Boulevard and Sodium Way within 155th Avenue will be necessary at a future date, but likely this will only be required if additional development in the area occurs. This option is reflected in the attached Change Order No.2.

Funding Source:
Payment for the work covered by Change Order #2 will be funded by Water Utility Funds. However, Staff is exploring whether the engineering consultant that provided the inaccurate record drawings to the City can be held liable for part or all of this change order given that the design for this project was based upon the information within the record drawings. Based on preliminary discussions with the City Attorney, this may be a viable option but staff must first confirm that an agreement did not exist that would absolve the engineering consultant of any liability for the inaccurate as-built plans.
