Title:

Adopt Resolution #24-198 Accepting Proposals for Topographic Surveys for 2025 Pavement Management Program Projects

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #24-198 accepting proposals for topographic surveys for 2025 Pavement Management Program projects.
 
Background:
The current 2024 thru 2033 10-Year Capital Improvement Program (CIP) proposes street reconstructions of the following streets in 2025:
  • Fox Ridge Estates 1st & 2nd subdivision
    • Design information for this subdivision was gathered in 2023, Project design is currently underway.  
  • MSA Sunwood Drive between Nowthen Boulevard (CSAH 5) and Erkium Street
  • MSA Alpine Drive between Sunfish Lake Boulevard (CR 57) and Saint Francis Boulevard (TH 47)
    • The CIP identifies two segments of Alpine Drive which are proposed to be combined into one project.
  • Dickenson Mississippi Estate subdivision
    • Staff is submitting a design services proposal for this project as part of a separate case.
  • High Point subdivision
    • The CIP identified Section 22 Unplatted, which is proposed to be combined with the High Point subdivision project.
  • Sorteberg’s subdivision
  • Beaudry’s 2nd subdivision
    • Staff will present a separate case at a later date seeking Council approval for topographic survey for this project.
 
In total, the 2024 – 2033 CIP proposes to reconstruct approximately 5.85 miles of public roads in 2025.
 
Staff will use the topographic surveys as design aids for the improvement projects. Topographic surveys are essential to locate all existing site features and to create an existing ground surface, used as the base for designing the project.
 
Street segment summaries and the request for proposals are attached to this case.

Notification:

If City Council accepts proposals, Staff will mail letters to property owners within the project areas proposed to be included within the topographic survey area(s).

Funding Source:

Staff requested proposals from two (2) firms known to perform this type of work. Proposals were received from both firms, which are tabulated below.

Hakanson Anderson submitted the lowest responsible proposals. Based on the submitted proposals, Staff recommends accepting the proposals for all four topographic surveys from Hakanson Anderson.
 
Hakanson Anderson is required to complete their work between August 31 and September 30, 2024, based upon the schedule in the RFP.
 
Funding for this work is proposed to come from Pavement Management Funds and Municipal State Aid Funds.

Recommendation:

Staff recommends Alternative #1.

Outcome/Action:

Adopt Resolution #24-198 accepting proposals for topographic surveys for 2025 Pavement Management Program projects.
