Adopt Resolution #24-197 Approving Change Order #1 for Barthel’s Rum River Acres and White Pines Estates Street Reconstructions, Improvement Project #24-01

Purpose:
The purpose of this case is to adopt Resolution #24-197 approving Change Order #1 for Barthel’s Rum River Acres and White Pines Estates Street Reconstructions, Improvement Project #24-01.
 
Background:
During project construction City Staff was made aware of a drainage issue at 5500 165^th Lane. This issue occurred at the transition point from concrete curb and gutter to drainage swales. The storm water runoff from the street causes the in slope of the swale to washout. To resolve this, an additional catch basin has been placed at the end of the concrete curb and gutter, which will collect the storm water runoff from the street. The catch basin connects to the main storm sewer line under 165^th Lane, and only required 14 linear feet of 12” storm sewer pipe for the connection.
 
Additionally, during project construction City Staff was made aware of a drainage issue in the yard of 5821 164^th Lane. A drainage and utility easement exist between 5821 and 5751 164^th Lane, with the intent to handle storm water runoff from 164^th Lane to existing ponds north of the properties. The existing drainage swale deviates from the drainage and utility easement, carrying water across 5821 164^th Lane outside of the easement. This results in standing water after typical rain events. With this change order the drainage swale will be re-graded to stay within the existing drainage & utility easement, allowing storm water runoff from 164^th Lane to carry to the pond, and avoid standing water outside of the easement.  
 
Revised plan sheets and the change order are attached to this case.

If Council approves Change Order #1, Staff will notify the residents impacted by Change Order #1 with updates on the project status.

Observations:
This work has already been completed. Though Staff strives to request City Council approval of change orders before work occurs, this was not feasible during construction given the large expense that would occur if the Contractor’s crews were forced to stop work while waiting for City Council approval to occur.

Stormwater Funds will fund all costs associated with this change order. 

Staff recommends approving Change Order #1.
