Introduce Ordinance #24-16:  2024 Schedule of Rates, Fees and Charges

The City annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning.  

A listing of the schedule of rates, fees and charges is attached. Please review to see all the proposed changes. Changes are noted on the far right column of the schedule. A few of the changes include: adding a credit card charge fee of 3% for building permits, business licenses and the Rental Housing program, there were changes to set permit fees in the building department and changes to our park rental fees. Utility rates are proposed to be increased by 10% for quarterly water utility billings, 5% for sewer quarterly billings, 2% for Street light utility billing and 15% for storm water utility billings. Water and sewer increases are needed to assist in replenishing the funds due to the construction of the water treatment plant & water distribution lines. Street lighting increases will fund street lighting projects outlined in the city’s capital improvement plan and storm utility increases will be to fund the storm water projects related to several road reconstruction and overlay projects.

The Schedule of Rates, Fees and Charges is adopted annually by ordinance. A public hearing on the ordinance is held in November to allow the thirty-day waiting period and have the rates become effective January 1, 2025.

The ordinance will come back for final consideration and a Public Hearing on November 26, 2024. 

1.  Accept the rates as proposed.
2.  Hold all rates constant with 2024 rates.
3.  Recommend changes that arise from input at public hearing.
