Title
Adopt Resolution #24-347 Approving the 2025-2026 Union Contract with AFSCME
Purpose/Background:
The current AFSCME (American Federation of State, County and Municipal Employees) labor agreement (union contract) expires on December 31, 2024.
The City of Ramsey has been in negotiations with AFSCME in an effort to settle a two-year contract. Staff, Mayor Mark Kuzma and Councilmember Chelsee Howell met with the union several times. The full City Council provided direction to the negotiation team until a tentative agreement was reached specific to wages and health insurance and to address the other outstanding negotiation items. As a result, there is a tentative agreement between the City of Ramsey and the union to settle a 2-year labor agreement, effective January 1, 2025, through December 31, 2026. There is tentative agreement on all articles within the attached contract. Detailed wage and health insurance information are listed below. Other negotiated contract items specific to the AFSCME union are shown in the attached red-line contract and will be administered as per the language in the labor agreement.
Wages: The City has not conducted a thorough wage study of all City positions for many years. At the City Council's direction, staff conducted a salary survey for all City employees based on 2024 wages. The City Council directed staff to review similarly sized cities in the metro area and match Ramsey's positions to comparable positions in other cities to compare wages. The attached spreadsheet details the negotiated wages.
2025: Specific market rate adjustments by position, plus a 3% COLA
2026: 3% cola over 2025 wages
Insurance:
City monthly contributions for insurance:
The employer will make the following monthly contributions toward group health insurance coverage for employees enrolled in the City’s health plan during 2025. In addition, the City will purchase $20,000 of basic life insurance for full-time regular employees, as well as single dental insurance. Health Insurance Premiums or Waiver in 2025
• Employee only (single) City contribution, up to $1102.50
• Employee and Children City contribution: $1544.20
• Employee and Spouse City contribution: $1621.20
• Family City contribution: $2007.60, or
• Cash in lieu of the City’s insurance contribution: $425.00
Health Reimbursement Account/Health Savings Account in 2025
• Single plans with a $3300 deductible receive $160.00 per month toward the H.R.A./V.E.B.A. or H.S.A.
• Other single plans receive $130.00 per month toward the H.R.A./V.E.B.A. or H.S.A.
• All employee + children and employee + spouse plans will receive $160.00 per month toward the H.R.A./V.E.B.A. or H.S.A.
• All family plans will receive $192.00 per month toward the H.R.A./V.E.B.A. or H.S.A.
• Employees waiving health insurance will not receive H.R.A. or H.S.A. contributions

• Employee only (single) City contribution will be paid at the dollar value equal to the $2500 Deductible Perform Network plan full premium
• Employee and Children City contributions will be paid at the dollar value equal to 70% of the $2500 Deductible Perform Network plan full premium, but not to exceed $1690.90
• Employee and Spouse City contribution will be paid at the dollar value equal to 70% of the $2500 Deductible Perform Network plan full premium, but not to exceed $1775.21
• Family City contribution will be paid at the dollar value equal to 70% of the $2500 Deductible Perform Network plan full premium, but not to exceed $2198.32, or
• Cash in lieu of City’s insurance contribution: $425.00, unless premiums are reduced, cash in lieu of coverage may not exceed 50% of the least expensive single premium.

Funding Source:
The first year funding required to settle the AFSCME 2-year contract is within the 2022 preliminary budget. The second year will be budgeted as per the City's normal process.
Recommendation:
To adopt resolution 24-347 to settle a 2-year labor agreement with the AFSCME.
