Title:

Adopt Resolution #24-363 to Approve the Updated Personnel Policy

Purpose/Background:

The purpose of this case is to seek City Council approval to update the City’s Personnel Policy.

The City Council discussed several proposed updates to the Personnel Policy during work sessions held on November 28, December 12, February 26, March 12, April 24, June 11 and November 26.   Every section of the policy has been reviewed with the City Council.  

Prior to and during discussions with the City Council, a comprehensive review of the policy was conducted which included Department Heads, the Labor Management Committee, and the Safety Committee. 
If approved, the newly updated Personnel Policy will replace the previous policy and any subsequent updates that have been made on a case-by-case basis, as needed. The updated Personnel Policy will be effective January 1, 2025, and distributed to all employees, including a link on the City’s employee intranet site. Board and commission members and City Councilmembers will receive the full policy, if they choose, as well as a summary version as it applies to their role.  

With regard to the non-union post-employment healthcare savings plan, staff are currently addressing any changes that may be desired to the plan design.  Once all feedback is gathered, non-union employees will have an opportunity to vote on any potential changes. There are no costs to the City associated with changes to the plan.  A separate case will be brought forward for City Council's consideration once the process is complete.   

The scope of the Personnel Policy generally applies to all City employees.  Certain sections of the policy apply to elected officials and appointed officials. However, employees included in a collective bargaining agreement entered into in accordance with the Public Employment Labor Relations Act (PELRA) are exempt from any provision of the policy that is inconsistent with such agreement.

The red-line policy and a clean copy are both attached.

Funding Source:

There is no funding required to update the Personnel Policy.
 

Recommendation:

To  update the City’s Personnel Policy.
 

Outcome/Action:

Motion to adopt resolution #24-363 to update the City’s Personnel Policy in its entirety, effective January 1, 2025.
