Title:

Adopt Resolution #25-054 Accepting Bids and Awarding Contract for 2025 Crack Seal Improvements, Improvement Project #25-09

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #25-054 accepting bids and awarding contract for 2025 Crack Seal Improvements, Improvement Project #25-09.
 
Background:
The City’s current pavement maintenance schedule calls for public streets to receive the following maintenance following construction, overlay, or reconstruction:
 
  • Year 2 – Pavement Rejuvenator
  • Year 3 – Crack Seal
  • Year 5 – Refresh Pavement Markings (If Applicable)
  • Year 7 – Crack Seal
  • Year 10 – Refresh Pavement Markings (If Applicable)
  • Year 14 – Crack Seal
  • Year 15 – Refresh Pavement Markings (If Applicable)
  • Year 20 – Overlay or Reconstruction
 
The above schedule is the typical maintenance schedule based off assumed ideal conditions. Staff reviews the condition of all streets annually and adjusts the schedule of maintenance operations based on actual pavement conditions.
 
Crack seal improvements are completed annually, on between 10 and 23 miles of public street segments to cost-effectively maximize the life of the bituminous pavement.
 
Crack sealing protects pavement by preventing stormwater runoff from seeping through cracks in the pavement and joints between the pavement and concrete curb and gutter, and utility castings. Reducing future pavement damage due to wet subgrade soils, especially during freeze-thaw cycles.
 
A total of 19.16 miles of public streets are proposed to receive crack seal improvements in 2025. These street segments were selected based on age, pavement maintenance history, and Pavement and Surface Evaluation Rating (PASER) values. Selected streets generally have PASER values between 7 and 10.
 
Plans and specifications for the 2025 Crack Seal Improvements were prepared in-house as part of Staff’s normal duties. A copy of the plans is attached to this case.

The proposed improvements are designated as City Improvement Project #25-09, 2025 Crack Seal Improvements.

Notification:

Advertisements were published in the Anoka Union Herald on January 28 and February 7, 2025. Bids were also advertised on-line on Quest CDN.
 
Letters are not mailed to property owners for crack seal improvements due to the relatively minor impacts to property owners and the traveling public during these projects. Engineering Staff maintains a project webpage which will be updated with the most current project information.

Staff estimates up to 10 minutes will be required to present the case and answer questions.

Funding Source:

On March 3, 2025 a total of five (5) bids were received, opened, and tabulated, and the following bids were found to comply with the advertisement for bids.

The bid of FlowSeal Surface Maintenance of Elk River, Minnesota, in the amount of $154,749.49 for the total bid for construction of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 5-percent brings the total project costs to $162,486.96.
 
Per the final plans and specifications, estimated construction costs were $221,714.20. After adding 5-percent for indirect costs for administrative, engineering, finance and legal costs, estimated project costs totaled $232,799.91.
 
The low bid is 30-percent lower than the engineer’s estimate.
 
City Staff proposes to administer and inspect construction.
 
Plans and specifications were prepared in-house as part of Staff’s normal duties.

Recommendation:

Staff recommends adopting Resolution #25-054 accepting bids and awarding contract for 2025 Crack Seal Improvements, Improvement Project #25-09.
