Title:
Adopt Resolution #25-060 Approving Premise Permit for Anoka Area Ice Arena for Lawful Gambling at Aurelio's Pizza
Purpose/Background:
Staff recently received the attached application for a premise permit for the Anoka Area Ice Arena. Their organization is asking for a premise permit for lawful gambling (pull tabs (paper & electronic), tip boards, bar bingo (and electronic linked bingo) and paddlewheel) at Aurelio's Pizza. If the City Council is not opposed to this application, they have requested a waiver of the 60-day notice provision.
Anoka Area Ice Arena currently holds a premise permit at Riversbend Bar and Grille in Ramsey. The Anoka Area Ice Arena meets the terms of the City's Lawful Gambling Ordinance as a clause within the ordinance Section 7.61.05(d) conditions: states that those organizations that held a premise permit within the City, prior to June 26, 2007 (the amended Gambling Ordinance date) will be considered "grandfathered in". Anoka Area Ice Arena held a premise permit, as noted, prior to this date.
There is currently one other premise permit holder located within Aurelio's Pizza - Anoka Ramsey Athletic Association. The City's gambling ordinance allows for a maximum number of gambling devices at any one location in the City to a limit of two of any one type of device.
The Anoka Area Ice Arena will be required to submit a monthly contribution to the City equal to 5% of their net profits that is deposited into the City's Lawful Gambling Fund.

Notification:
A copy of the Premise Permit Application and Lease for Lawful Gambling Activity that will be sent to the Gambling Control Board, if approved, is attached.
Time Frame/Observations/Alternatives:
A local background check of the Anoka Area Ice Arena's Gambling Manager, Mr. Rick Wesp, was performed by the Ramsey Police Department. There was nothing criminal to report.
Recommendation:
Staff recommends approval of the premise permit for the Anoka Area Ice Arena at Aurelio's Pizza.
Outcome/Action:
Motion to recommend Council adopt Resolution #25-060 Approving the Anoka Area Ice Arena for a Premise Permit for Lawful Gambling at Aurelio's Pizza.
