Title:
Adopt Resolution #25-066 Appointing Board and Commission Members
Purpose/Background:
The purpose of this case is to appoint and re-appoint members to the City's Boards and Commissions.
The City Council is responsible for appointing board and commission members to the Economic Development Authority (EDA), the Environmental Policy Board (EPB), the Park and Recreation Commission and the Planning Commission. It should be noted that the Mayor, per Minnesota Statute 469.095 has authority over the EDA appointment.
Staff conducted the annual boards and commissions recruitment process as per the attached policy, for terms beginning April 1, 2025. Vacancies were advertised in the Ramsey Resident, the Anoka County Union, on the City’s website, on social media and via the City's email notification system.
Board or commission members with terms set to expire on March 31, 2025, were contacted and asked if they desired re-appointment or not. If yes, staff followed the policy to advance them in the process. The City Council reviewed the incumbent member materials and it was the consensus of the City Council to make the following re-appointments to terms beginning April 1, 2025.
Five new candidates were interviewed by the City Council. By consensus, the Mayor and City Council recommend the following individuals be appointed to the City's boards and commissions.

Funding Source:
Funding for the City's boards and commissions is included in the 2025 General Fund Budget; therefore, no additional funding is required.
Recommendation:
To appoint and re-appoint board and commission members, effective April 1, 2025.
Outcome/Action:
1) Motion to adopt resolution #25-066 to appoint and re-appoint board and commissioners, as follows:
- Economic Development Authority, Hannah Karpen to a 1-year partial term from 04-01-25 to 03-31-26; and
- Environmental Policy Board, Nick Burgess to a 4-year full term from 04-01-25 to 03-31-29; and
- Park and Recreation Commission: 1) Garth Anderson to a 4-year full term from 04-01-25 to 03-31-29 and, 2) Dean Olson to a 4-year full term from 4-01-25 to 03-31-29; and
- Planning Commission: 1) Cheri Gengler, to a 4-year full term from 04-01-25 to 03-31-29, and 2) Jeffrey Lubarski to a 2-year partial term from 04-01-25 to 03-31-27, and 3) Debra Musgrove to a 4-year full term from 04-01-25 to 03-31-29, and 4) Nichole Rudack to a 2-year partial term 04-01-25 to 03-31-27.
