Title:
Consider award of contract for engineering services related to City project 11-21, the signalization of Armstrong and Bunker Lakes Boulevards, and associated infrastrucutre improvements to serve the Legacy Christian Academy development
Background:
As part of the Ramsey Town Center Regional Roadway Improvements associated with the Joint Powers Agreement (JPA) with Anoka County, the City was required to be the lead agency for the reconstruction of Armstrong Boulevard, similar to the already completed Ramsey and Sunfish Lake Boulevards, from TH 10 to the north. The Armstrong Boulevard improvements were scheduled for construction in 2009; however during the plan approval process in 2008 Council directed staff to investigate the option of constructing an overpass instead of the proposed interim improvements. On March 10, 2009 the City Council approved a revision to the JPA with Anoka County, and City and County staff began studying the options for an Armstrong Boulevard interchange over the BNSF tracks and TH 10.
The County requested as part of the JPA revision that the City continue to move forward with planned improvements at the Armstrong Boulevard and Bunker Lake Boulevard intersection as a 2010 construction project, which would include the installation of traffic signals, turn lanes and divided medians. Council authorized the acquisition of properties associated with this project on January 12, 2010. Due to the unknown location of the TH 10 interchange, and its effects on the existing Armstrong Boulevard alignment, the signalization of the Bunker Lake and Armstrong Boulevard intersection was delayed. Now that it has been determined that the existing intersection will remain in its current location this project can now be initiated, with an anticipated construction schedule of early 2011.
Observations:
The City originally contracted the design services for this project with TKDA in 2004. The scope and schedule for the project changed numerous times over the years, including expanded and contracted project limits due to the Town Center evolution and development proposals, extension of utilities south of TH 10, and revised right-of-way platting resulting in a total contract amount of $414,867 to date. Now that the final scope has been determined for a portion of this project a final construction package can be prepared and distributed for bid.
Since the original project scope was nearly completed, prior to the Council deciding on a new approach to investigate the interchange option, the existing 90% plan set must be updated to final construction documents for the intersection improvements only. This item was discussed by the Public Works Committee on October 19, 2010, and it was their recommendation to pay the consultant what was due for services rendered ($10,625.46) and prepare a Request for Proposals (RFP) to complete the final construction documents for the project. This recommendation was ratified by the entire Council on the October 26, 2010 regular agenda, and included the scope of all infrastructure improvements that are determined as a result of the feasibility study for the Legacy Christian Academy development since this project would entail the westerly extension of Bunker Lake Boulevard from Armstrong.
The feasibility study for the Legacy Christian Academy was approved by Council on December 14, 2010; and included the extension of sanitary sewer and watermain, the westerly extension of Bunker Lake Boulevard to Puma Street (as a reduced/temporary section) with storm sewer and a bituminous trail, a paved Puma Street with a bituminous trail, and a bituminous trail along Armstrong Boulevard from Bunker Lake Boulevard to Alpine Drive. The final scope from the feasibility study was included with the existing Armstrong Boulevard plan set and distributed to 5 consulting firms for proposals. Staff received the proposals on the afternoon of January 3rd and is currently evaluating them; our review will be completed and the results and recommendations will be forwarded to the entire Council via e-mail prior to the end of the week for consideration.
Recommendation:
Staff recommends awarding a contract to XXX in the amount of $XXX for City project 11-21, the signalization of Armstrong and Bunker Lakes Boulevards, and associated infrastrucutre improvements to serve the Legacy Christian Academy development contingent upon the approval an agreement with LCA for design fees up to a maximum of $106,000 which agreement is provided under separate case.
Funding Source:
Implementation of this project is part of the COR Regional Roadway Improvements and was included in the CIP, with GO Bonding identified as the funding source. These improvements are expected to come from future land sales, MSA revenue bonds, utility funds, and special assessment bonds. The cost of the improvement is roughly $3.8 million but this case is dealing specifically with engineering costs, not the construction.
