Title:

Adopt Resolution #25-100 Approving Change Order #1 for High Point Street Reconstructions, Improvement Project #25-05

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #25-100 approving Change Order #1 for High Point Street Reconstructions, Improvement Project #25-05.
 
Background:
Included in the High Point Street Reconstructions project is the replacement of surface drainage and bituminous flumes with below ground storm sewer piping and direct outlets to off-street drainage swales. The drainage swales carry storm water runoff to existing ponds and wetlands within the subdivision.
 
During shop drawing review it was discovered the last storm sewer manhole before the outlets did not include a sump. Sumps are placed in the last manhole as a standard practice to collect sediment and reduce other pollutants. The sediment is vacuumed out of the manholes on an annual basis preventing sediment from entering drainage swales and stormwater treatment ponds, thereby providing long-term maintenance savings realized by vacuuming the sediment from manhole sumps versus dredging the sediment from pond bottoms and hauling the resulting hazardous waste to landfills and paying to dispose of it.
 
Change Order #1 adds 4-foot sumps to four proposed manholes.  Dewatering will be required to construct the sumps for two of the manholes.

Observations:
Ideally the manholes would have been designed to have these sumps at the time of bidding. In the future, staff will make additional stormwater review a priority to avoid change orders of this nature.
 
Staff have reviewed the unit prices for the change order and feels the prices are reasonable based on current construction costs. The change order adds depth to proposed structures. If not approved, the storm sewer would function, but without stormwater quality improvements provided by the sumps, and ongoing maintenance costs during the useful life of the manhole structures would increase for reasons noted earlier in this case.

Funding Source:

Funding for the work covered by Change Order #1 will be through Storm Water Utility Funds.
 
Change Order #1 increases the construction costs by $29,738.44.

Recommendation:

Staff recommends adopting Resolution #25-100 approving Change Order #1 for High Point Street Reconstructions, Improvement Project #25-05.

Outcome/Action:

Motion to adopt Resolution #25-100 approving Change Order #1 for High Point Street Reconstructions, Improvement Project #25-05.
