Adopt Resolution #25-151 Denying a Massage Establishment and Massage Therapy License

Ms.Yuying Yang has submitted license applications for Therapeutic Massage Therapist and Therapeutic Massage Establishment for Healthy Massage to be located at 7962 Sunwood Dr NW, Ramsey MN 55303.

Applicant has been notified of denial recommendation via email on June 20, 2025 and a USPS mailed letter.

After completion of the required background investigation, Acting Police Chief Frankfurth recommends denial of the licenses for Therapeutic Massage Establishment for Healthy Massage located at 7962 Sunwood Dr NW, Ramsey MN 55303 and Therapeutic Massage Therapist for Ms.Yuying Yang.

The basis for the denial recommendation is:
1. Education requirements of City Code are not satisfied as schooling could not be verified. Certificate and transcript do not appear to be authentic based on what the school was accredited for at that time.
2. Residence history listed in the application does not coincide with locations worked or schooling provided in employment history and schooling records.
3. Applicant was denied a massage therapist license by the City of Plymouth in September 2024. Per Ramsey City Code Sec. 26-853, no massage therapist application shall be granted to an applicant that was previously denied in the City of Ramsey or elsewhere within two years prior to the date of application.
