Title:
Adopt Resolution #25-153 Approving the Final Plat and Development Agreement for Trott Brook Crossing Third Addition.
Purpose/Background:
The third phase of the Trott Brook Crossing development is proposed by Twin Cities Land Development (the Applicant) in the area just west of Nowthen Boulevard and south of 173rd Avenue NW. The plat realigns a portion of 173rd Avenue to provide access into future phases of the development. The City Council approved vacating the right-of-way for that realignment process at its meeting on June 10. This phase will create 38 new single-family lots. Four outlots will be created for replatting into additional lots in the future. Two more outlots will be created for homeowners' association use. The proposed final plat is consistent with the approved preliminary plat.
This phase will be intensive form a utility construction perspective. Sanitary sewer and water mains will be oversized to provide service to the properties to the north and east, including the proposed North Brook Meadows subdivision. The associated Development Agreement includes provisions for credit and payments from the City to the Applicant for this work. Those costs, then, will be partially reimbursed though the development fees that the developers of North Brook Meadows will be paying, likely in 2026.

Funding Source:
All costs associated with processing the application are the responsibility of the applicant. As part of this phase, the applicant will be paying development fees, but the City will reimburse costs associated with over-sizing the sanitary sewer and water mains in order to provide capacity to adjacent properties.
Recommendation:
Staff recommends approval.
