Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #25-171 approving Change Order #1 for Dickenson’s Mississippi Estate Street Reconstructions, Improvement Project #25-04.
Background:
Mississippi River Trail (MRT):
The MRT is a long-distance bicycle and pedestrian route which includes both off street trail and on street shared lane usage. The MRT routes through the project as an on street shared lane from Riverdale Drive along Tungsten Street and Rivlyn Avenue. The MRT continues out of the reconstructed portion of Rivlyn Avenue to bituminous trail which crosses King’s Island into the City of Anoka.
MRT Detour Route:
Because of the nature of this street reconstruction project, it’s not desirable for bicycles and pedestrian to be routed through the construction site itself and a detour route is necessary. The proposed route and signage layout are attached to this case as part of the Change Order #1 exhibit. The route will be closed between eastern leg of Riverdale Drive and Sunfish Lake Boulevard and the east end of Rivlyn Avenue.
Though the project includes traffic control, the specifications do not call out for the trail detour. With the amount of required signage, which will be maintained for the entirety of the project, a change order is necessary and justified per MnDOT Specifications to properly compensate the contractor.

Notification:
Because the detour route is partially within the City of Anoka, Ramsey City staff has notified the City of Anoka of the detour route. Additionally, Ramsey City staff has posted a notification of the detour on the City’s social media accounts.

Funding Source:
Payment for the work covered by Change Order #1 will be funded by Pavement Management Funds. Change Order #1 increases the construction costs by $6,844.13.

City staff recommends adopting Resolution #25-171 approving Change Order #1 for Dickenson’s Mississippi Estate Street Reconstructions, Improvement Project #25-04.
