Title:
Authorization to Hire a Police Officer Filling a Current Vacancy in the Patrol Division
Purpose/Background:
The purpose of this case is to request the City Council hire a Police Officer, backfilling a current Patrol Officer vacancy. Human Resources conducted a Police Officer recruitment. Mr. Andrew Kavanaugh applied and met the necessary training and experience threshold. He was invited to take part in the City's interview process, the physical agility fitness testing and the "shoot/don't shoot" video scenario activity. Staff selected Mr. Kavanaugh as a finalist to be advanced through the pre-employment background testing. At this time, staff is recommending Andrew Kavanaugh for the position of Police Officer with the City of Ramsey. With the City Council's authorization, Mr. Kavanaugh will start as the City's newest Police Officer on or near Monday, September 15, 2025. As with all new Police Officers, Mr. Kavanaugh will serve a 1-year probationary period and will be subject to the City's Personnel Policy and the LELS Patrol Labor Agreement.
Funding Source:
The funding required for this position is included in the 2025 budget.
Recommendation:
To hire Mr. Andrew Kavanaugh as full-time Police Officer, effective on or near Monday, September 15, 2025, at $37.786 per hour, which is step 1of the 2025 wage scale.
