PUBLIC HEARING: Consider a Request for a Private Kennel License at 14365 Bowers Drive NW

Michael and Kathryn Manning, the residents and owners of 14365 Bowers Drive NW, have submitted a request for a Private Kennel License on their property. This request was prompted by the Manning family fostering a puppy under 6 months in age. The family already has three adult dogs in their home, and they want to adopt the puppy and follow the proper procedures to stay in compliance with City Code.

On September 12th, an inspection was conducted on the property by staff from the Planning and Police Departments. The inspection noted that the property is suitable for all four dogs to live on the property. The home and property were clean and well-kept. Kennels were available for the dogs. However, the owner confirmed that the dogs regularly have access to the full house and are only let out into the fenced backyard with direct supervision. Staff sees no cause for concern for the health, safety, and welfare of the four dogs and the residents.

Staff attempted to notify property owners within 350 feet of the Subject Property, as reflected in the Anoka County Property Records, of the Private Kennel request and the Public Hearing to be held by City Council. A notice of the Public Hearing was published in the Anoka County Union Herald, the City's official newspaper.

A $200 application fee was collected with the Private Kennel License application that helps cover the costs of this license.

Staff recommends approval of the Private Kennel License.
