Review City Owned Land Inventory

Background:

As part of City Council's 2011 strategic goals, it was established that developing an inventory of city owned land was a high priority.  Over the course of the past year, staff did prepare this comprehensive list, together with the existing and proposed uses of each parcel. 

One stated purpose of this inventory was to identify what parcels may be sold.  The sale would get the parcel(s) back on the tax rolls, and in some instance reduce maintenance or holding costs.



Observations:

The process above identified several park or open spaces that were deemed 'underutilized', and candidates for sale, one of which is an approximate one-acre corner lot known as Peltzer Park. While many of the underutilized park spaces are protected and held in the public's interest through the original Park Dedication process, and therefore difficult or cost prohibitive to sell - Peltzer Park (the corner lot, but not the adjoining wetland parcels) does not have any restrictions.

The attached City Owned Land Inventory and Summary documents, discusses the proposed sale of Peltzer Park in greater detail, and the Property Profile attachment details specifics of each parcel.  Also attached is the most recent Ramsey Resident Newsletter article which was mailed to the larger neighborhood around the park space, and invites them to learn more at an open house scheduled to coincide with the Mayor's Town Hall meeting on Monday, March 12th.

This case is informational, and summarizes the process and status of City Council's decisions over the course of the last year, and no action is required by the Commission.  Additionally, the consensus by Council to pursue the sale of the lot known as Peltzer Park coincides with the desire to develop North Commons within the COR. This provides the opportunity to relocate the play equipment from Peltzer to North Commons.  This rationale is further discussed within the City Owned Land summary attachment, and also within the February 28th, 2012 HRA case available on the City's web site.
