Title:

Discussions Regarding Proposed Updates to the Personnel Policy

Purpose/Background:

The purpose of this discussion is to review the City's Personnel Policy regarding updates needed to address the new law, Minnesota Paid Family Medical Leave, which is effective January 1, 2026, as well as:
  • The term wages vs. salary
  • Clarification regarding the date benefits become effective
  • Update regarding employee's break time
  • Minor clarifications to Funeral Leave
  • Clarifications to the post-employment healthcare savings plan (previously updated and adopted in March 2025)
  • If time allows, staff may seek feedback from the City Council regarding certain changes to the Appearance and Dress Policy
Following discussion and the City Attorney's review, updates will be finalized and adopted at the December 9, 2025, regular Council Meeting for approval, effective January 1, 2026.
