Title:

Adopt Resolution #25-296 to Approve the Updated Personnel Policy

Purpose/Background:

The purpose of this case is to seek City Council approval to update the City’s Personnel Policy, effective January 1, 2026.

Needed updates to the City's Personnel Policy were discussed with the City Council at the November 25, 2025, work session.  This discussion included updates to address the new law, Minnesota Paid Family Medical Leave, which is effective January 1, 2026, as well as updates or clarifications regarding other items such as the term wages vs. salary, punctuality/attendance, the date benefits become effective, promotional wage progression, employee break time, clarifications to funeral leave, clarifications to the post-employment healthcare savings plan and updates to the Appearance and Dress Policy.

The scope of the Personnel Policy generally applies to all City employees.  Certain sections of the policy apply to elected officials and appointed officials. However, employees included in a collective bargaining agreement entered into in accordance with the Public Employment Labor Relations Act (PELRA) are exempt from any provision of the policy that is inconsistent with such agreement.

A marked-up and clean copy of the Personnel Policy will be added to this case tomorrow, Friday, December 5, 2025.

Funding Source:

There is no funding required to update the Personnel Policy.
 

Recommendation:

To  update the City’s Personnel Policy.
 

Outcome/Action:

Motion to adopt resolution #25-296 to update the City’s Personnel Policy in its entirety, effective January 1, 2026.
