Title
Authorization to Hire a Public Works Parks Maintenance Worker.
Purpose/Background:
The purpose of this case is to request authorization to hire a full-time Parks Maintenance Worker due to a current vacancy.
Staff conducted a recruitment and interview process to fill the Parks Division opening that was created as a result of a previous Parks Maintenance Worker transferring to the newly created Utilities Maintenance Worker position. The Utilities Maintenance Worker position was added to the 2025 budget in an effort to meet the staffing needs of the new water treatment plant.
Staff selected Mr. Joseph Morrison as the top candidate. Mr. Morrison underwent and passed the City's pre-employment testing process, including a criminal background check, professional reference check, driving record check and employment verification, as well as a physical exam and drug screen. The City extended a job offer to Mr. Morrison which is contingent upon City Council approval. Mr. Morrison will be subject to a 6-month probationary period and all Personnel Policies and/or employment contracts will apply.
The primary objective of this position is to provide general maintenance of city-owned parks and trail systems. Responsibilities include all aspects of maintaining and repairing parks, park equipment and related facilities. This position involves snow plowing of public streets, trails and walks, as well as serving as a member of the on-call team, working on a rotating on-call schedule 6–7 weeks per year.

Funding Source:
The funding required for this position is included in the 2026 budget.
Recommendation:
To hire Mr. Joseph Morrison, effective on or near January 5, 2026, at $32.568 per hour, which is step 2 of the 2026 wage scale.
