Approve Axon Mobile Responder Memorandum of Understanding

Ramsey Police Officers wear Axon body-worn cameras. These cameras monitor their location using GPS technology. Anoka County Emergency Communications Center (ACECC) provides emergency dispatching for police and fire departments in Anoka County.

ACECC has had an advancement in its emergency response capabilities to significantly enhance real-time situational awareness and responder safety by enabling live location sharing and device metadata visibility during critical incidents. Through a secure connection, body-worn cameras will transmit real-time GPS location data and device status directly into the ACECC RapidsSOS Portal.

This integration provides dispatchers and public safety officials with a clearer operational picture during emergencies, such as active threats, missing persons, or large-scale incidents. It improves responder safety (knowing where your teams are, even if radio contact is lost), response coordination (deploying resources more effectively with live location data), and public safety outcomes (making faster, more informed decisions during high-stakes events).

The City of Ramsey maintains full control over the sharing of data. Access can be revoked at any time. All data is shared securely and in compliance with privacy and operational standards.

Ramsey Police supervisors of all ranks have spoken with their teams regarding this, and the supervisors shared their unanimous support in utilizing this new capability.

Upon the completion of the signed MOU, ACECC is ready to implement these improvements.

Funding for this MOU will come from staff time to meet our areas of responsibility outlined in the attached agreement.

Staff recommends approving the attached MOU to begin sharing body-worn camera GPS data with ACECC.
