Title:

Authorization to Terminate a Probationary Building Inspector/Plans Examiner

Purpose/Background:

The purpose of this case is to request the City Council terminate the employment of a probationary Building Inspector/Plans Examiner.

Mr. Joshua Guin was hired by the City Council at the June 10, 2025, City Council meeting, effective June 23, 2025, as a full-time Building Inspector/Plans Examiner.  Mr. Guin, is subject to the 6-month probationary period and the terms of the City's Personnel Policy and AFSCME union contract.   The AFSCME contract includes the following language: Article 17.1 NEW HIRE, REHIRE PROBATIONARY PERIOD: All newly hired or rehired EMPLOYEES shall serve a six (6) month probationary period. During the probationary period, such probationary EMPLOYEE may be terminated at the sole discretion of the EMPLOYER.  

Mr. Guin's probationary period ends December 23, 2025, and he is not recommended for an extension.  Mr. Guin was offered the opportunity to resign, but he declined.  This case was reviewed by the City Attorney.
