Title:
Award Towing Contract for the City of Ramsey - Please Note: this case was removed from the Consent Agenda, Case #6, and added to the Regular Agenda
Purpose/Background:
The City of Ramsey has a five-year contract for towing services with North Star Towing, which is set to expire on December 31, 2025. Staff is requesting authorization to enter into a new contract for towing services for the City of Ramsey for a five-year period. After the City Council authorized a Request for Proposal (RFP) for towing services at the October 28, 2025, meeting, the RFP was released. A notice was published in the Anoka County Union on 10/31, 11/7, and 11/14. The deadline for proposals was November 16, 2025, at 11:59 p.m.
Eight tow companies within the distance requirement were emailed RFPs on October 30th, 2025. Two proposals were received by the city: one from North Star Towing in Anoka and another from Collins Brothers Towing in Elk River. The proposals that were received are attached to this case. A summary sheet has also been added, showing a side-by-side comparison of charges for services.

Time Frame/Observations/Alternatives:
The quality and efficiency of towing services are very important to public safety. The towing contract includes a 30-day termination clause that can be invoked by either party if expectations are not met.
Funding Source:
City vehicles will be towed at no cost. Seized vehicles, tows that occur due to arrest, accident, motorist aid, or other police matter will be paid by the owner/driver of the vehicle at the rate determined in the selected proposal.
Recommendation:
North Star Towing had the lowest overall proposed prices and met the conditions of the RFP. Staff recommends entering into a five-year contract with North Star Towing, as approved by the City Attorney, in accordance with the terms of the RFP.
Outcome/Action:
Motion to authorize City staff to enter into a five-year contract with North Star Towing.
