2026 Legislative Priorities
Purpose/Background:
The purpose of this discussion is to review the 2025 Legislative Outcomes and 2026 Legislative Priorities for the City of Ramsey. Attached is a draft 2026 Legislative Priority document for review.
2025 Legislative Priority Outcomes:
2025 Legislative Priority Outcomes:
- TIF 14 (The COR) project received approval for a language change that allowed for clear language on what expenses incurred within the TIF14 District are reimbursable through TIF 14 proceeds
- Sales and Use Tax Exemption for Water Treatment Plant Trunk Watermain - no approval granted
- $6.8 million in State Bonding requested for the construction of the Water Treatment Plant - no approval granted
- Funding for continued study of a Ramsey/Dayton Mississippi River bridge project- no approval granted
- Expanded Metro Mobility Service Area - no approval granted, but this no longer requires special legislation but more so an operations change due to funding for Metro Mobility now coming from sales tax.
- Closed Landfill Legislation to allow for economic development - no approval granted, however, staff continues to monitor for when the best opportunity would be to move forward with the request.
Recommendation:
Provide feedback on any necessary changes to the document. The intent is to bring a final version to the January 27 regular council meeting for adoption.
