Title:

Adopt Resolution #26-027 Amending the Design Services Proposal from Bolton & Menk, Inc. for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #26-027 amending the design services proposal from Bolton & Menk, Inc. for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01.
 
Background:
With Resolution #25-081 the Ramsey City Council accepted a design services proposal for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01, from Bolton & Menk for the not-to-exceed amount of $118,347.00. The project understanding was that some coordination with developer/property owners along the corridor would be necessary and that among other permits, an Anoka County permit would be required.
 
Typically, minor revisions are anticipated to coordinate with developers and the County. In the attached Additional Services Request, Bolton & Menk noted the timing of the initial layout, and 5 subsequent revisions which were necessary to coordinate with both developers and Anoka County.
 
Revisions 1 and 2 were necessary to adjust the location of the sidewalk along the Kwik Trip development, with the assumption of keeping the public sidewalk within city-owned right of way.
 
Revision 3 was necessary in response to Anoka County comments regarding lane alignments and the existing traffic signal system. This revision required adjustments to the median, roadway, boulevard, and sidewalk.
 
Revision 4 was implemented in association with the city coordinating a sidewalk easement agreement with Kwik Trip to move the sidewalk outside city-owned right of way. This was found necessary by city staff to reduce the impacts to the existing traffic signal system, including the potential need to replace the signal arm and arm support on two legs, while at the same time addressing the Anoka County review comments. As part of this revision, Bolton & Menk created a sidewalk easement description and exhibit.
 
Revision 5 included removing a portion of the improvements within the Armstrong Boulevard right of way at city staff’s direction.
 
In total, the revisions resulted in 32 hours of Project Manager/Land Surveyor time and 128 hours of drafting time for a total amount of $27,808.

Funding Source:

Funding for this design services amendment is proposed to come from Municipal State Aid Funds.

Recommendation:

Staff recommends adopting Resolution #26-027 amending the design services proposal from Bolton & Menk, Inc. for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01.

Outcome/Action:

Motion to adopt Resolution #26-008 approving plans and specifications and authorizing advertisement for bids for MSA Bunker Lake Boulevard Reconstruction, Improvement Project #26-01.
