Adopt Resolution #26-054 Accepting Proposals for 2026 Geotechnical and Construction Testing Services
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #26-054 accepting proposals for 2026 geotechnical and construction testing services.
Background:
The City of Ramsey is a growing municipality with both public and private infrastructure improvement projects. All improvements installed in the city, which are to become publicly owned and maintained are to inspected and tested by a city approved geotechnical firm.
City staff sent request for proposals to four (4) firms known to perform this type of work. All firms have performed worked within and/or for the City in some capacity within the last 2 years. The Request for Proposal outlining the scope of work is attached to this case for reference.
Engineering staff rated the proposals based off of 6 selection criteria:
1. Experience of key personnel in design, review, geotechnical services and construction testing on varying municipal project, including State Aid (25%)
2. Successful experience working in Ramsey and/or Cities of similar size and soil conditions (25%)
3. Costs. (20%)
4. Accessibility, responsiveness and flexibility in schedule. Ability to contact key personnel and getting a response to unforeseen occurrences within 1 hour (15%)
5. Sample Work Plan (10%)
6. References (5%)
All requested proposals were returned to the city, the proposal from American Engineering Testing had the highest average score.

Time Frame/Observations/Alternatives:

The city has had a year-by-year contract with American Engineering Testing (AET) since 2022 when they purchased Northern Technologies, Inc. (NTI) who had previously served the city. Local NTI staff continued working within Ramsey after the transition.
Staff plans to re-visit requesting proposals for geotechnical and construction testing services every 3 to 5 years, assuming the city continues to receive quality results.

Funding Source:
Funding for this work is proposed to come from Pavement Management Funds, Municipal State Aid Funds, relevant Utility Funds, and private development reimbursement, based upon the individual projects.

Staff recommends adopting Resolution #26-054 accepting proposals for 2026 geotechnical and construction testing services.
