Title:
Approve Five-Year Agreement with Axon for Police Body-Worn and Fleet Camera Systems
Purpose/Background:
The Ramsey Police Department currently uses Axon body-worn cameras and Fleet in-squad camera systems. The Department’s current five-year Axon agreement was paid in full at the beginning of the contract using special legislative funding provided for police operations. Because the entire five-year agreement was prepaid, Council has not seen an annual Axon camera-system expense in the Police Department budget during the current contract period.
That agreement is now ending, and a new contract is needed beginning January 1, 2027. Axon provided both five-year and ten-year options. Staff recommends the five-year agreement because the additional savings from the ten-year option were minimal, and technology in this area continues to change. A five-year term provides predictable costs while allowing the City to reevaluate available technology and services before making another long-term commitment.
The proposed five-year agreement totals $502,095.29, with annual payments of approximately $100,419 from 2027 through 2031. The agreement includes body-worn cameras, Fleet squad camera systems, interior cameras, associated software and evidence storage, warranties, and technology replacement/refresh provisions.

Time Frame/Observations/Alternatives:
The agreement is scheduled to begin January 1, 2027. The current Axon quote expires September 30, 2026, requiring approval and execution prior to that date.

Recommendation:
Staff recommends the City Council approve the five-year agreement with Axon Enterprise, Inc. for Police body-worn and Fleet camera systems and adopt Resolution 26-203 authorizing execution of the agreement.
Outcome/Action:
Motion to adopt Resolution 26-203, Approving a Five-Year Agreement with Axon Enterprise, Inc. for Police Body-Worn and Fleet Camera Systems.
