Adopt Resolution #26-223 Approving a Union Contract for the LELS Crime Data Analyst Union

The purpose of this council action is to approve the negotiated collective bargaining agreement (CBA) between the City and Law Enforcement Labor Services (LELS) Crime Data Analyst for the initial period of January 1, 2026, through December 31, 2026.

In March, the Bureau of Mediation Services certified Law Enforcement Labor Services as the Exclusive Representative for the Ramsey PD Crime Data Analysts - LELS Local 634 as per Minnesota Statute 179A.03 subd. 7, a non-essential employee group. 

The City began negotiations with the union in June to create its first CBA.  Bargaining sessions focused on establishing the first contract, which mirrors other city union contracts and includes wages, benefits, and working conditions. Both parties reached a tentative agreement, which has since been ratified by the union.

Summary of 1 Year Agreement:

• Wage Adjustments — None, the wage scale shall remain the same as approved during the 2026 budgeting process.
• Benefits Changes — None, the benefits shall remain the same as approved during the 2026 budgeting process.
• Fair Labor Standards Act (FLSA) — The position is now non-exempt and subject to overtime wages. 
• Vacation Accruals — The employee in this union will accrue vacation at the previous rate, which is 6.15 hours per pay period and as outlined in the attached contract.

Staff recommends that the City Council approve the collective bargaining agreement between the City and Law Enforcement Labor Services (LELS) Crime Data Analyst union for the initial period of January 1, 2026, through December 31, 2026.
