Title:
Adopt Resolution #26-262 Approving a Final Plat for "Rodeo Hills Third Addition"
Purpose/Background:
Mr. Greg Smith (the applicant) has submitted a Land Use Application for a Minor Plat to convert an outlot into a buildable lot at the northwest corner of Vanadium Street and 178th Lane NW.
In 1972, the plat of Rodeo Hills Estates, a 38-lot rural single-family subdivision was approved by Ramsey Township. Lot areas ranged from 0.85 acres to 2.5 acres in size, though most being one acre or smaller and all conforming to the area requirements at the time. The plat included four outlots that were reserved for future development (Outlots A through D), should septic system technologies improve as soils in those areas were not well-suited for private systems at the time. Later, in 1989, two of those outlots (C and D) were converted into buildable lots and homes were subsequently constructed. At that time, it appears the determination was made that no variances were needed to lot area (the minimum lot area for a rural lot increased to 2.5 acres in the time between the two plats) as the Second Addition was consistent with the original plat. Likewise, staff has determined that this parcel, Oultot B, could be converted to a buildable lot, with conditions consistent with the original approvals.
The lot contains a high groundwater table and approximately three feet of fill will need to be brought in to raise the building pad high enough to provide adequate separation between the groundwater and the foundation. This will likely limit the house design to a slab-on-grade (no basement), which is allowed by the City Code. The proposed Type-IV septic system is of an advanced design that will require a special license, additional maintenance, and annual reporting.
