Adopt Resolution #26-257 Approving Premise Permit for Panthers Booster Club for Gambling at In the Game Pickleball and Golf

Staff recently received the attached application for a premise permit for the Panthers Booster Club.  Their organization is asking for a premise permit for lawful gambling (pull tabs (paper & electronic) and bar bingo (and electronic linked bingo) at In the Game Pickleball and Golf.  If the City Council is not opposed to this application, they have requested a waiver of the 60-day notice provision.

Panthers Booster Club does not currently hold any premise permits in Ramsey.  Panthers Booster Club is located in Ramsey which meets the City's Lawful Gambling Ordinance that states that the physical site for the Organization’s place of doing business shall be located within the corporate limits of either the City of Ramsey or the City of Anoka and the Organization’s place of doing business had been located in either the City of Ramsey or City of Anoka for at least two years immediately preceding the Premise Permit application. 

There is currently no other premise permit holder located within In the Game Pickleball and Golf.  The City's gambling ordinance allows for a maximum number of gambling devices at any one location in the City to a limit of two of any one type of device.

The Panthers Booster Club will be required to submit a monthly contribution to the City equal to 5% of their net profits that is deposited into the City's Lawful Gambling Fund.


 

A copy of the Premise Permit Application and Lease for Lawful Gambling Activity that will be sent to the Gambling Control Board, if approved, is attached.

A local background check of the Panthers Booster Club's Gambling Manager, Ms. Lainie Weller, was performed by the Ramsey Policy Department.  There was nothing criminal to report.

Staff recommends approval of the premise permit for the Panthers Booster Club at In the Game Pickleball and Golf.
