Title:
Review Go Cart Concept at Former Oasis Market Site Located at 14550 Armstrong Blvd NW;
Case of Karl Janzen
Background:
The City has received an application for a go cart track at 14550 Armstrong Blvd NW. This site is currently owned by the City of Ramsey. This Applicant previously applied for a similar request at 14622 Ferret St; however, that property owner ultimately decided not to pursue the application. The City currently owns the property in question, and it is proposed that a portion of the proceeds from this operation be shared with the City and be used to support the Happy Days event. This concept was discussed at a previous Council work session.
Observations:
City Staff was approached by Mr. Janzen regarding the required Interim Use Permit for this type of use in this zoning district (TC-2). Outdoor commercial recreation is not a permitted primary use in this district, thus, the only way to permit this type of use is through the issuance of an interim use permit.
This application must first be brought to a Public Hearing held by the Planning Commission. However, the Applicant is requesting a partnership with the City in regards to the required $600 escrow, prior to formally commencing the review process and completing the remainder of the required submittal sheets. Interim Use Permits may be granted for a maximum of five (5) years, and may be extended by City Council. Mr. Janzen will be availble to discuss the proposal.

Funding Source:
The funding source for waiving the escrow is undetermined at this time and will be discussed at the City Council meeting.
