As Council is aware, the City of Ramsey entered into a Master Cooperation, Funding and Delegation Agreement in January 2012, with the Metropolitan Council and the Anoka County Regional Railroad Authority (ACRRA) for the Northstar Ramsey Station Project.  as with any project, it is anticipated from time to time there will be change orders.  A representative must be appointed to the executive Change Control Board to approve change orders above $50,000.  By appointing a representative to sign the change orders, each one will not have to be brought forward to a regular Council meeting for approval, thereby expediting the process.  Staff is recommending City Administrator Ulrich be appointed to the Executive Change Board for the Northstar Ramsey Rail Station.  Please note that any expenditure will not exceed the already previously authorized program budget.  A resolution making such appointment is attached for Council consideration.
